完善生态产品价值实现推进机制的关键问题和政策路径

随着国家首批生态产品价值实现机制的试点名单出台,有必要对于建立健全生态产品价值实现推进机制的关键问题和推进路径进行研究.目前推进机制在加强组织领导、推进试点示范、强化智力支撑和推动敦促落实方面取得重要进展.但仍存在一些关键问题:推进机制中的试点区主要以生态产品供给区为主,缺少从供需双向层面精准对接试点;生态产品价值推进机制的试点示范探索中缺少以绿色新质生产力实质性提升的推进机制;生态产品价值的智力支持存在不足,以及生态产品价值理论滞后于试点示范地区现实需要.对此,未来应统筹生态产品的供给和需求,强化供需两侧的试点示范;以绿色新质生产力引领示范区建设;强化智力支撑与示范试点紧密结合;完善中国特色生态价值理论体系的构建.
Key Issues and Policy Paths for Improving the Mechanism for Promoting the Realization of Ecological Product Value
With the release of the first pilot list of the national ecological product value realization mechanism,it is neces-sary to study the key issues and promotion paths for establishing and improving the ecological product value realization promo-tion mechanism.At present,the promotion mechanism has made significant progress in strengthening organizational leadership,promoting pilot demonstrations,enhancing intellectual support,and urging implementation.However,there are still some key issues:the pilot areas in the promotion mechanism are mainly focused on ecological product supply areas,and there is a lack of precise docking pilot areas from both supply and demand perspectives;The pilot demonstration exploration of the mechanism for promoting the value of ecological products lacks a substantial promotion mechanism for green and new quality productivity;The intellectual support for the value of ecological products is insufficient,and the theory of ecological product value lags be-hind the practical needs of pilot demonstration areas.In this regard,in the future,the supply and demand of ecological products should be coordinated,and pilot demonstrations on both sides should be strengthened;Lead the construction of demonstration zones with green and high-quality productivity;Strengthen intellectual support and closely integrating demonstration pilot projects;Improve the construction of the theoretical system of ecological value with Chinese characteristics.
