Environmental Regulation Supports High-quality Development:Theoretical Mechanism and Empirical Verification
Environmental regulation,as an important means for the government to effectively protect the environment,plays an increasingly important role in promoting high-quality economic development.This article focuses on the impact of environmental regulations on high-quality development,and comprehensively measures high-quality development through the five dimensions of the new development concept.Conducted using provincial panel data from 2012 to 2021 in China,the empirical analysis shows that environmental regulations have a significant positive promoting effect on high-quality development;From the perspective of path mechanism,environmental regulations significantly reduce the carbon emission intensity of economic development,promote regional industrial optimization and upgrading,and thus promote high-quality regional development;The results of the spatial effect model test indicate that there are significant policy spillover effects in the implementation of local government environmental regulations,and local environmental regulations significantly drive high-quality development in surrounding areas.Therefore,the government should fully recognize the importance of environmental regulation for high-quality development,continuously refine and improve environmental regulation measures,and implement them accurately and efficiently,optimize environmental regulation policy tools,strengthen regional coordination of policies,avoid pollution"spillover"and"backflow"caused by vicious competition in environmental regulation,and help promote regional high-quality development.
