The Necessary Understanding of Basic Social Services and Suggestions for the Promotion of"Standardization"
"Basic social services as a whole concept was first put forward under the framework of"equalization of basic public services"and has been one of the three major responsibilities of civil affairs departments in the new era for more than ten years.However,the discussion of relevant basic issues is obviously insufficient.This paper holds that"basic social services"should have a clear understanding of the following aspects:The connotation and extension of practice,the division of powers and responsibilities between governments and departments,the concept transformation from"equalization"to"standardiza-tion",and the particularity of"standardization".On this basis,this paper puts forward follow-up suggestions on the"standard-ization"of basic social services,namely,the standardization of benefit amount,the standardization of benefit groups,the stan-dardization of benefit content,and the standardization of urban and rural treatment.
