Research on Feasibility,Benefit Return and Risk Assessment of PPP Projects in Preschool Education
The PPP model is conducive to leveraging the advantages of social capital,opening up sources and reducing costs,learning from each other's strengths and weaknesses,optimizing allocation,and improving service quality.The feasibility,return on investment,and risk assessment of PPP projects in the field of preschool education are key factors that determine the feasibility of project implementation and the possibility of deep cooperation.Analysis shows that improving the overall quality of preschool education and meeting the needs of children in remote rural areas for enrollment require the participation of social capital;Compared with traditional construction projects,PPP projects can optimize the utilization of funds and ensure the max-imization of social benefits.With the support of the government and the role of social capital,the risks of building preschool e-ducation are jointly borne by the government and social capital,forming a mechanism of shared responsibility and joint defense,which can effectively prevent and control risks,and improve the level and quality of preschool education construction.
