Agricultural Water Pricing and Water User Affordability Study in Large and Medium-sized Irrigation Districts——A case study of Jiangsu province
Assessing the agricultural water prices and the price-bearing capacity of agricultural water users in large and medium-sized irrigation areas,as well as their influencing factors,is of significant importance for improving the price formation mechanism of agricultural water use in China and advancing comprehensive reforms of agricultural water pricing.This study employs methods such as field research,literature review,statistical analysis,and comparative analysis to conduct a systematic in-vestigation of agricultural water prices and the price-bearing capacity of agricultural water users in Jiangsu Province.The results indicate that when only considering the costs of operation and maintenance of the infrastructure,agricultural water prices in Jiangsu typically range from 0.08 to 0.17 yuan per cubic meter(43.2 to 92.67 yuan per mu),with the scale of the irrigation area,type of water source,and irrigation methods being the main influencing factors.Local government subsidies have reduced water costs for farmers and addressed the issue of some irrigation areas having water prices that exceed the bearing capacity of users.It is essential to continue promoting comprehensive reforms of agricultural water pricing policies by increasing fiscal investment,improving irrigation management,and enhancing irrigation conditions to lower agricultural water prices,promote water con-servation,and increase the income of water users,thereby further strengthening their price-bearing capacity and alleviating the burden of water costs.
