Exploration and Optimization Research on Agricultural Insurance Helping Cultivated Land Conservation Practice
Food is the first necessity of the people,and the soil is the basis of food.Cultivated land fertility is the basis of ensuring food security and realizing rural revitalization,and high-standard farmland construction is an important measure to improve cultivated land quality.On the basis of summarizing the development of cultivated land protection system in China,this paper analyzes the necessity of introducing market-oriented protection mechanism.The results of the pilot case analysis show that the high-standard farmland liability insurance fills the shortcomings of farmland management and protection after construction,ensuring the effective use of fertile land,but lacking the protection of cultivated land fertility;Under the govern-ment subsidy and the mode of"replacing compensation with awards",the index insurance of cultivated land fertility has stimu-lated the enthusiasm and initiative of farmers to protect cultivated land,and significantly improved the quality of cultivated land.Based on the pilot results,this paper proposes to combine high-standard farmland IDI with farmland fertility index insurance,and suggests that the state should increase the support of farmland protection insurance to promote the improvement of culti-vated land quality and the high-quality development of agriculture.
