Research on the Influencing Factors and Transmission Paths of Electricity Prices under the New round of Electricity Reform——A systematic analysis based on grey improved DEMATEL-ISM
China's electricity price reform has gone through a process of gradual deepening and continuous innovation.In the new situation,a systematic analysis of the factors influencing electricity price risks and their interrelationships is of great value for formulating reasonable electricity price policies.By analyzing the development process of China's electricity pricing mechanism,this paper constructs a set of 29 factors that affect electricity pricing risk.On this basis,a transmission analysis model for electricity price risk factors was constructed by integrating grey improved DEMATEL and ISM methods,and the interaction mechanism of each factor was clarified through DEMATEL causal diagram and ISM multi-level factor correlation structure.The results show that the 29 factors can be divided into four categories:direct influencing factors,surface influencing factors,shallow influencing factors,and deep influencing factors,totaling eight levels.Among them,the factors in the power generation and transmission and distribution links are intuitive representations of electricity price risk,while policy mechanisms and eco-nomic development factors have a systematic and far-reaching impact on electricity price risk,which is the focus of attention in electricity price risk management.Based on this,we should attach importance to the direct cost control and operational effi-ciency improvement of various links in the power system,promote the evaluation of the coordination ability of the power sys-tem and the formulation of relevant technical strategies,and strengthen the monitoring and policy guidance of external eco-nomic and social factors.
