Zhou Bi-da,a famous Prime Minister in Southern Song Dynasty,put forward advices for the state governance of Southern Song Dynasty.In talents cultivation,Zhou advocated that talents should not be employed in terms of seniority and be reserved for time of urgency.In the system construction,Zhou proposed suggestions and measures to handle the problems in imperial examination and the loopholes in the archives management.On official governance,Zhou Bi-da advocated that officials should hold office for a long time and eliminate the evils of recommendation.On national defense,Zhou put forward countermeasures and suggestions for the system of buying and selling horses of Sichuan and the militia in the Huaihe River region.In terms of social governance,Zhou put forward the countermeasures of combining dredging and blocking.His suggestions and countermeasures for the state governance of Southern Song Dynasty has born vast fruits and won great popularity.
