During the all-around anti-Japanese war,in order to consolidate the anti Japanese national united front,promote the cadre team construction of the Shaanxi-Gansu-Ningxia border area,the CPC extensively recruited outstanding non-party people to serve in various public institutions in the border area.The CPC successively formulated selection criteria for excellent talents,establishes policies on their the position and power,treatment and accommodation,built non-party cadre management organs,implement non-party cadre education.It represented combination of strict selection with bold use,ideological guidance with institutional management,and flexibility with principles.These non-party cadre policies consolidated the anti-Japanese national united front in the border area,promoted the development of the border area,strengthened the construction of the cadre team in the border area,and won the reputation and status of the CPC.
