The people's city concept perfectly interprets the core value of urban development path in the socialism with Chinese characteristics.It puts the People First ideal throughout the whole process and all fields of urban planning,construction and governance,and constantly enhances the people's sense of gain,happiness and security,and provides value guidance and practical orientation for building a beautiful city with harmonious coexistence between human and nature.Based on the research framework of"idea-behavior-feedback",the internal and external driving forces and internal and external feedback mechanisms of people's city concept need to be grasped in the macro,mecro and micro levels of urban governance.Through analyzing the process of classification and treatment of domestic waste in Shanghai,the concept of people's city still faces the dilemma of passive choice and lack of internal and external driving forces in environmental governance practices.In this regard,the present paper argued that the concept of people's city should be adhered in environmental governance.To promote the modernization of urban environmental governance system and governance capacity,it is necessary to ensure the basis guarantee for gathering people's strength,to improve intelligence level for meeting people's demand,to deepen the full-cycle management for benefiting people's livelihood,to building a co-governance pattern for gathering people's collective minds.
