The development of network information technology has promoted the construction process of public energy field.It helps to break the"discourse hegemony"and makes network participation gradually become a key means of consultation and dialogue between the government and the people.In this context,the influence of technology empowerment and network social capital on the public's willingness to participate in the network and its mechanism is probed based on the empirical analysis of the 2017 China General Social Survey(CGSS)data.It is found that information technology can bolster people's network participation willingness through discourse empowerment and resource empowerment.In addition,network social capital can play an incomplete mediating effect in the process of technology empowerment affecting public participation willingness through shaping opinion leaders and aggregating public energy fields.Therefore,in order to reasonably forge the cyberspace and cultivate the public spirit of the people,the government urgently needs to improve the diverse participation path of people,cultivate the"feasibility"capacity of the people,strive to improve the quality of livelihood services,and respond to the voice of the people in a timely manner.Meanwhile,in order to effectively guide the way of public participation,it is necessary to effectively play the role of value as the leadership,establish the role of"opinion leaders,"cultivate and regulate new types of network social capital,and effectively guide and regulate the behavior of public network participation.These means can create a clean and positive network ecological environment.
