现实与数字相融通的社会治理共同体论析

摘要
构建社会治理共同体是实现社会治理体系和治理能力现代化的题中之义,而数字技术的广泛应用能够有效回应新时代构建社会治理共同体的要求.数字技术能够重塑治理主体、赋能人人有责,拓展参与空间、赋能人人尽责,维系社会纽带、赋能人人享有.但数字技术催生的数字社会也产生了一系列新的治理问题.因而,新时代社会治理共同体的构建必然需要融通现实社会和数字社会,要不断完善社会治理顶层设计、明晰数字技术角色定位、营造数据治理良好生态、培育全社会共同体意识,回应人民对美好生活的向往.
Abstract
Building a social governance community is the essence of realizing the modernization of social governance system and governance capacity.The wide application of digital technology can effectively respond to the requirements of building a social governance community in the new era.Digital technology can reshape the body of governance by empowering everyone to take responsibility,expand the space for participation by empowering everyone to do their duty,and maintain social bonds by empowering everyone to enjoy.But the digital society spawned by digital technology has also created a new set of governance issues.Therefore,the construction of social governance community in the new era inevitably needs to integrate the real society and the digital one;it is necessary to constantly improve the top-level design of social governance,clarify the role positioning of digital technology,create a good ecology of data governance,and cultivate the awareness of the whole society as a community,so as to respond to the people's yearning for a better life.
