面对全球治理严重赤字,供给更多更好国际公共产品是中国参与全球治理变革和开启特色大国外交的重要表现.新时代习近平围绕中国有效供给国际公共产品形成一系列重要论述,呈现"为何供给""如何供给""有何供给"的逻辑理路."为何供给"全面回答了中国供给的重大意义,即坚持问题导向应对全球挑战,坚持目标导向实现伟大梦想,坚持责任导向强化使命担当,坚持需求导向促进共同发展,坚持舆论导向展现大国形象;"如何供给"全面阐明了中国供给的基本原则,即坚持开放共享、合作共赢、发展共荣的三大主张;"有何供给"全面揭示了中国供给的主要类型,即从区域到全球、从有形到无形、从单一到复合、从一维到多维、从单独到合作的丰富多样.这一逻辑理路既彰显中国特色大国外交的新面貌,也体现中国推动全球治理变革的新风貌.

In the face of serious deficit in global governance,providing more and better international public goods is an important manifestation of China's participation in the reform of global governance and the pursuit of a distinctive major-country diplomacy.In the new era,Xi Jinping has made a se-ries of important expositions on on China's effective supply of international public goods.The logic approach of his observations focus on"why to supply,""how to supply,"and"what to supply."By"why to supply,"the great significance of China's supply is illustrated all-round,that is,adhering to problem orientation to respond to global challenges,adhering to goal orientation to realize the great dream,adhering to responsibility orientation to strengthen the mission and commitment,adhering to demand orientation to promote common development,and adhering to public opinion orientation to show the image of a great country.By"how to supply,"the basic principles of China's supply is ex-pounded comprehensively,that is,adhering to the three propositions of openness and sharing,win-win cooperation,and common development and prosperity.By"what to supply,"the major types of China's supply are fully revealed,including a rich variety from regional to global,from tangible to intangible,from single to compound,from one-dimensional to multi-dimensional,and from solo to collaborative.This logical approach reflects not only the new look of major-country diplomacy with Chinese characteristics,but also the new look of China's efforts to promote global governance reform.
