Evaluation of river chief system based on entropy weight method and TOPSIS models
To scientifically quantify the implementation effectiveness of the river chief system,enhance the efficiency of river and lake management,and utilize relevant data from 2012 to 2021,we have established an evaluation system consisting of one target layer,six criteria layers,and 17 evaluation indicators.The entropy weight method was employed to determine the weights of the evaluation indicators.The implementation effectiveness of the river chief system in Anqing city was quantitatively evaluated using the approximation to ideal solution sorting method.The obstacle degree model was applied to identify key indicators influencing the implementation effectiveness of the river chief system.The comprehensive evaluation score for the implementation effectiveness of the river chief system in Anqing city increased from 0.21 to 0.78 between 2012 and 2021.The results indicated a continuous improvement trend in the management level of the river chief system.The positive effects of water area shoreline control and law enforcement supervision were becoming increasingly evident year by year.However,targeted efforts were still needed to strengthen water environment management and pollution prevention.The evaluation method was applicable to the performance assessment research of the river chief system in Anqing city and could serve as a reference for the assessment of the river chief system in other regions.
