摘要
长三角区域数字化转型始于2019 年,五年来已经历了正式启动和深入推进两个阶段.在长三角一体化发展上升为国家战略五周年之际,对长三角区域数字化转型的绩效作出客观评价具有重要意义.绩效评价结果显示,上海数字化转型水平最高,江苏次之,然后是浙江、安徽;上海在基础设施、数字化以及创新与研发能力方面水平最高,江苏产业数字化水平最高,浙江政府治理数字化水平最高.长三角区域数字化转型在基础设施、产业结构、创新资源和数字化转型政策等方面具有优势,但也面临数字鸿沟、数据孤岛、创新与研发能力不足等制约因素.因此,在迈向更高质量一体化进程中加速推进长三角区域数字化转型的关键路径包括:制定全面的数字化转型策略,缓解数字鸿沟问题;提高创新能力,强化创新链与人才链深度融合;推动产业深层次数字化转型升级,实施数据驱动的决策和运营;推进数字化治理创新,提升治理能力和水平.
Abstract
On the occasion of the 5th anniversary of its integrated development of the Yangtze River Delta(YRD)as a national strategy,it is of great significance to objectively evaluate the performance of digital transformation in the YRD region.The performance evaluation results show that the YRD region's digital transformation has ad-vantages in infrastructure,industrial structure,innovation resources,and digital transformation policies but faces constraints such as the digital divide,data silos,and insufficient innovation,research,and development capabilities.Therefore,the key paths to accelerate its digital transformation include formulating a comprehen-sive digital transformation strategy to alleviate the digital divide,improving innovation ability to strengthen the deep integration of the innovation chain and talent chain,and enforcing the innovation of digital governance to improve governance capabilities and standards.
