构建就业友好型产业政策:理论逻辑与改革取向

促进高质量充分就业是新时代党中央对就业工作的新定位、新使命.实施就业优先战略,需要经济政策之间实现协调联动.从中长期看,除了二元经济结构等方面的原因会导致经济增长与就业的矛盾外,供给面的产业政策可能是对就业状态影响最大的政策变量之一.过去的产业政策因带有浓厚的赶超经济色彩,在实施中并没有充分体现就业优先的目标要求,因此不具有就业友好型的内在特征.中国式现代化的目标决定了我们必须解决产业发展尤其是高技术产业发展与就业、民生之间的兼容性问题.就业岗位的维持与创造,不应该仅仅依靠发展高技术产业和先进制造业来解决,更不应该用牺牲高技术产业和先进制造业发展去换取,而应该依靠建设现代化产业体系来综合化、系统性地解决.展望未来,中国就业友好型产业政策设计,应充分考虑政策的就业基准、新质生产力发展的影响、经济政策间的协同等具体问题.
Constructing Employment-Friendly Industrial Policies:Theoretical Logic and Reform Orientation
Promoting high-quality and full employment is the new positioning and mission of the CPC Central Committee for employment in the new era.The Chinese path to modernization aims to solve the compatibility problem between industrial development,especially high-tech industries,and employment and people's livelihood.Given that,it is necessary to comprehensively and systematically solve the maintenance and creation of jobs by building a modernized industrial system rather than only relying on the development of high-tech and advanced manufacturing industries,even or sacrificing their development.Looking to the future,the design of China's employment-friendly industrial policies should fully consider the employment benchmark of the policies,the impact of the development of new quality productive forces,the synergy among economic policies,and other specific issues.
