Quantitative Evaluation of New Rural Collective Economic Policies——Based on PMC Index Model
The new rural collective economic policy is of guiding significance to the development of a new rural collective economy.Taking the five new rural collective economic policies introduced from 2020 to 2022 as the research objects,based on the research results of domestic and foreign scholars,the high-frequency words of new rural collective economic policies were analyzed through text mining methods,and according to the characteristics of new rural collective economy,combined with the PMC index model method,a new rural collective economic policy evaluation index system covering multiple variables and indicators was constructed,which included 10 first-level variables and 45 second-level variables.After considering various factors,the secondary variables are assigned values,the PMC index of each policy is calculated,and the PMC surface chart is drawn.The results show that the overall situation of China's new rural collective economic policy is good and the design is reasonable,but there are still shortcomings in the following aspects:lack of management talents,single policy perspective,weak policy forward-looking guidance,and insufficient relevant incentive measures.In this regard,it is necessary to establish and improve relevant policies for talent introduction and cultivation,enrich policy perspectives,conduct forward-looking research and phased evaluations of the new rural collective economy,and increase incentives such as fiscal incentives and tax exemptions.
