湖南省农业科技园区创新发展能力多维评价研究

文章从创新研发、创新服务、创新带动、创新驱动4个维度选取18个要素指标,构建农业科技园区(以下简称"农科园")创新发展能力评价指标体系,运用多因子加权综合评价法、GIS空间分析法、K聚类分析等方法对湖南省42家农业科技园区的创新发展能力进行空间布局和分层分类分析.结果表明:①湖南省农科园的创新发展能力呈现出以长株潭为核心、各市(州)国家级农科园为散点的"一核多点"式布局特征,全省农科园整体创新带动能力较强、创新研发能力相对较弱.②湖南省42家农科园可分为三类,其中13家国家农科园为创新发展引领类农科园,浏阳、祁东等21家农科园为创新发展稳健类农科园,临湘、南县等8家农科园为创新发展起步类农科园.建议湖南省对照国家农科园"333"布局,加大农科园培育力度,完善层次分明的农科园体系;提升农科园自主创新能力,打造农业产业集群;建立常态化的全省农科园创新发展能力监测评价与服务机制.
Multidimensional Evaluation of Innovation Development Ability in Hunan Agricultural Science and Technology Parks
This article constructs an evaluation index system for the innovation development ability of Hunan agricultural science and technology parks from four aspects which are the innovation research and development ability,the innovation service ability,the innovation-driven ability,and the innovation-propelled ability.Based on the multiple factor weighted comprehensive evaluation method,GIS spatial analysis method,and K-cluster analysis method,this paper analyzes the spatial distribution pattern and classification of the innovation development ability of 42 agricultural science and technology parks in Hunan Province.The results show that:1)The innovation development ability of Hunan agricultural science and technology parks shows a spatial differentiation pattern of"one core and multiple points"with Changsha-Zhuzhou-Xiangtan as the core and national agricultural science and technology parks as the scattered points.It has strong innovation-driven ability and relatively weak innovation research and development ability as a whole.2)The 42 agricultural science and technology parks in Hunan Province can be divided into three categories:innovation leading type,innovation stable type and innovation starting type.13 national agricultural science and technology parks are the innovation leading type,21 agricultural science and technology parks such as Liuyang and Qidong are the innovation stable type,and 8 agricultural science and technology parks such as Linxiang and Nanxian are the innovation starting type.Referring to the"333"layout of national agricultural science and technology parks,Hunan Province should increase the cultivation efforts of agricultural science and technology parks,establish a hierarchical system for agricultural science and technology parks,enhance the independent innovation capability of agricultural science and technology parks,create agricultural industry clusters,and establish a normalized monitoring and evaluation mechanism for the innovation development ability of agricultural science and technology parks in the whole province.
