Accelerating the integrated development of culture and tourism is an important means to enhance the country's soft power and meet the growing material and cultural needs of the people.Based on the evaluation index of the element,effect and environment(3E)system and the cross-sectional data of 18 regions in Henan Province from 2010 to 2021,this paper uses the 3E system to build a measurement model of the integrated development level of culture and tourism,the relative development degree and the obstacle degree model.This paper empirically analyzes the development level,evolution model and obstacle factors of cultural and tourism integration in Henan Province from 2010 to 2021.The findings are as follows:1)From 2010 to 2021,the level of cultural and tourism integration in Henan Province changes from severe to moderate imbalance,and the integration level in all regions is increasing year by year,and the overall trend is high in the south,low in the north,and low in the middle and east.2)According to the types of integrated development,three types of integration and six types of cultural and tourism integration evolution types are summarized,and the types of integrated development are gradually increasing to prioritize cultural development.3)Development environment,as the most significant obstacle factor in the subsystem of culture and tourism,is the key factor that Henan Province needs to overcome to achieve high-quality cultural and tourism integration development.This paper reveals that in the process of cultural and tourism integration,it is obvious to use tourism to complement literature,but it is insufficient to use literature to promote tourism.In order to achieve high-quality tourism integration,culture should be actively borrowed.
