Sources of Differences in China's Regional Marine Economy Based on Theory of Unequal Opportunities
Unbalanced regional marine economic development is an important obstacle to the realization of regional coordinated development.Based on the theory of inequality of opportunity,this paper utilizes the Shapley value decomposition method to obtain the contribution rate of unequal opportunity factors to regional marine economic disparities,and explores the multiple indirect channels through which unequal opportunity factors act on marine economic disparities.The results show that:1)From the spatio-temporal dimension,the index of unequal opportunity of China's regional marine economic disparity showed a fluctuating upward trend in 2012-2020.The index of unequal opportunity was higher in the southern marine economic circle,but slightly decreased in recent years.The index of unequal opportunity was lower in the eastern marine economic circle,and the trend change was not obvious.The index of unequal opportunity in the northern marine economic circle is located in the middle of the former two,but the rising trend was more obvious.2)From the perspective of the source factor decomposition,national-level policies and the opening-up factor had a greater impact on the regional marine economic disparities,while the improvement of talent support,industrial structure and other factors can effectively alleviate the regional marine economic disparities.The opening-up factor significantly affects the regional marine economic differences in the northern and southern marine economic circles.The differences within the eastern marine economic circle are mainly caused by national-level policy factors.3)From the perspective of influence channels,unequal opportunity factors can significantly influence local factor inputs,such as marine innovation inputs,through local policy making,and thus cause regional marine economic differences.Among the local factor inputs,the indirect channel of labor inputs mainly affects the southern marine economic circle,and the indirect channel of innovation inputs mainly affects the northern and eastern marine economic circle.
