合村并居对农户福利的影响及其作用机制

合村并居能否兼顾农户的基本利益,直接决定着合村并居的成败.文章结合杨春社区案例,测度了合村并居前后农户福利变化情况,并对农户各功能性活动指标和福利组成要素贡献率的变化趋势进行了评价与分析.结果表明:①整体上在合村并居后农户总体福利水平明显提升.其中,经济状况、生活环境、社会保障和社会机会隶属度显著提升,但是居住条件和社会交往隶属度有所下降.②在各功能性活动指标的贡献中,经济状况和社会保障的隶属度权重具有重要作用.在未来合村并居中,应重点提高农户的经济状况、社会保障以及居住条件,同时还应关注农户的社会机会、生活环境以及社会交往.③合村并居要顺势而为,硬性推行合村并居,可能会适得其反.
Influence and Mechanism of the Integration of Villages on the Welfare of Farmers
Whether the basic interests of farmers can be taken into account directly determines the success or failure of the integration of villages.Taking Yangchun community as the research area,this paper measures the changes in the welfare of farmers before and after the integration of villages,evaluates and analyzes the trend of the contribution rate of each functional activity index and welfare component of farmers.The results show that:1)The overall welfare level of the rural households improved significantly after joining the integration of villages.Specifically,the membership of economic status,living environment,social security and social opportunities increased significantly,but the membership of living conditions and social contacts decreased.2)Among the contribution of various functional activity indicators,the membership weight of economic status and social security played an important role.In the future,it should focus on improving farmers'economic conditions,social security and living conditions,the living environment,social interaction and social opportunities of farmers.3)It is necessary to take advantage of the situation,and it may be counterproductive to enforce the implementation of the village integration.
