Cultural tourism development potential is the potential in the development process of tourist destinations, which can be explored to promote the sustainable development of cultural tourism.Based on the internal and external motivation, this paper constructs and evaluates the evaluation index system of cultural tourism development potential in 65 prefecture-level cities in the Yellow River basin, and analyzes its spatial characteristics and dominance hierarchy. The results show that:1)Urban environment and technology innovation are key factors for urban cultural tourism development in the Yellow River basin.2)The development potential of cultural tourism in the Yellow River basin is low on the whole, with spatial polarization phenomenon, which shows the spatial distribution characteristics taking Xi'an,Zhengzhou, and Qingdao as the core areas, taking Jinan,Lanzhou,Hohhot, and Taiyuan as the sub-centre areas. The potential growth poles are mainly excellent tourist cities of historical and cultural cities.3)The development potential of cultural tourism in the Yellow River basin can be divided into five types of areas:full potential area, significant potential area, intermediate potential area, subpotential area and back-up potential area, cities belonging to subpotential areas and back-up potential areas account for 65.28%of the whole.4)At the provincial level, the development potential index of cultural tourism from high to low is as follows:Shandong,Shaanxi,Inner Mongolia Autonomous Region,Henan,Qinghai,Shanxi,Gansu and Ningxia Hui Autonomous Region, among which Shandong and Inner Mongolia Autonomous Region have relatively perfect dominance hierarchy of cultural tourism development potential, and Henan Province is relatively good dominance hierarchy, and other provinces is not perfect.
