Interactive Relationship Between Green Low-carbon Circular Development and Dual Circulation in Beijing
The only way to achieve high-quality development is to establish a sound economic system for green,low-carbon and circular development and to build a new development pattern of dual circulation.Firstly,this paper constructs an index system to measure the development level of Beijing's green low-carbon circular development,and measures the level of Beijing's participation in the domestic and international economic circulation based on updating and supplementing the input-output tables.Secondly,this paper analyzes the interaction mechanism between the green low-carbon circular development and the dual circulation.Finally,it builds a simultaneous equation model based on the panel data of 38 industries in Beijing from 2002 to 2022.The research findings are as follows:1)The green low-carbon circular development index of Beijing has increased year by year,and the annual growth rate is gradually stabilizing.2)Beijing mainly participates in domestic circulation,and its proportion has been continuously increasing since 2007,with the opposite trend in the proportion of participation in international circulation.3)Beijing's integration into the dual circulation is conducive to green low-carbon circular development,and technological progress plays a positive role.However,the green low-carbon circular development failed to promote Beijing's further integration into the dual circulation,in which environmental regulation played a blocking role.4)From the perspective of industry heterogeneity,compared with industries of high-tech services low input,industries of high input will have a greater positive impact on green low-carbon circular development level by deepening the domestic economic circulation.5)From the perspective of temporal heterogeneity,Beijing's participation in the international circulations played a positive role in the green low-carbon circular development after the 18th CPC National Congres.
