Promoting Chinese Modernization through State-owned Enterprise Reform:Theoretical Logic,Experience Paradigm and Practice Path
State-owned enterprises(SOEs)are a crucial material and political foundation of socialism with Chinese characteristics,playing a fundamental role in safeguarding.As the micro-carriers of the state-owned economy and important guarantors of the socialist system,state-owned enterprises involve multiple functional subjects and stakeholders,including politics,economy,and society.Since the establishment of China's socialist market economy system during the reform and opening up period,state-owned enterprises have viewed"decentralization of power and profit transfer"as the starting point of their exploration,marking the beginning of state-owned enterprise reform.The 18th National Congress of the Communist Party of China(CPC)signaled the start of a new phase of high-quality economic development in China.Over the past decade,under Party leadership,state-owned enterprises have embarked on a new phase of"comprehensive deepening"in a new round of reform,and assuming the mission of comprehensively constructing a socialist modernized nation and promoting national economic and social development.They have indeed generated significant momentum to drive Chinese modernization.However,during the ongoing reform process,state-owned enterprises still face challenges such as the coexistence of"new"and"old"contradictions and the overlap of"internal"and"external"impacts,which require urgent resolution.The challenges of reforming state-owned enterprises,characterized by their difficulty,complexity,sensitivity,and urgency,necessitate a strategic approach involving theoretical insights,targeted reform system improvements,and continuous resolution of key challenges to enhance the strength,quality,and scale of these enterprises.Accordingly,this paper adopts the research framework of"theoretical logic-empirical paradigm-practical path"to explore the principles and experiences based on the historical context of the reform,thereby guiding the future trajectory of state-owned enterprise reform in line with contemporary needs.First,by examining General Secretary Xi Jinping's key insights on state-owned enterprise development and party building,this paper introduces a theoretical innovation called"Five-Pronged Integration."This framework includes new concepts,new positions,new principles,new models,and new standards that align with the mainline,base point,direction,core,and goal of theoretical logic.This section aims to clarify the theoretical framework supporting the progress of state-owned enterprise reform alongside Chinese modernization.Second,using multidimensional perspectives including breadth,depth,and height,this paper thoroughly evaluates the substantial achievements of state-owned enterprise reform in the past decade,highlighting its holistic,comprehensive,systemic,and expansive characteristics.Subsequently,the paper strategically analyzes the subject from five dimensions,leading to the identification of China's unique paradigm of state-owned enterprise reform experience.Specifically,the goals and tasks of state-owned enterprises represent the reform objectives,with the"quality-efficiency-power"sequence serving as the reform logic,the balance between consistency and dynamics is grasped in the direction of reform,the combination of pertinence and innovation is adhered to in the reform model,and the unity of coordination and effectiveness is emphasized in the reform outcome.Finally,in light of the current state of state-owned enterprises entering a new developmental stage,this paper suggests that the reform of these enterprises should draw lessons from history and chart a future path for advancing Chinese modernization through changes in theory and practice.It is essential for state-owned enterprises to deepen their reforms in alignment with the objectives of the new era,particularly focusing on achieving high-quality economic development.This can be accomplished by leveraging scientific and technological innovation,industrial leadership,security support,improved corporate governance,and fostering the coordinated development of state-owned enterprises in the new journey.
