Talent Introduction and Total Factor Productivity from the Perspective of New Quality Productivity Force
The implementation of talent policies to guide the rational allocation of high-quality talent is a practical requirement for transitioning from traditional productivity to advanced productivity.As the most active factor in the productivity system,high-quality talents are the core factor to improve total factor productivity(TFP).It can be seen that it is of great theoretical and practical significance to deeply explore the impact of talent introduction intensity on urban TFP.Although many scholars have explored the policy effect of talent introduction,few studies have comprehensively discussed the effect of talent introduction on TFP.This paper takes a sample of 248 cities across the country from 2007 to 2021 and empirically examines the impact mechanism of talent introduction on urban TFP within the framework of the productivity system,based on the talent introduction intensity extracted from government work reports for each city.The findings reveal that:(1)The intensity of talent introduction has a significantly positive impact on urban TFP growth,and the specific talent introduction policies implemented behind it have achieved the expected results of local governments.(2)Under the framework of productivity,the intensity of talent introduction affects the growth of urban TFP through the channels of talent agglomeration effect,technological innovation effect and industrial structure upgrading,which indicates that the intensity of talent introduction can cultivate and develop new quality productivity force through innovative allocation of production factors,technological revolutionary breakthrough and industrial transformation and upgrading.lt provides a potential path to achieve the jump of total factor productivity.(3)The intensity of talent introduction has a significantly positive effect in cities with higher intelligence level,better market environment and more stable policy implementation.The results show that the city's talent introduction policy should be promoted on the basis of intelligent construction,market system environment construction and policy stability,and cultivate new quality productivity force under the effective combination of new system,new technology and new talent;(4)The intensity of talent introduction can effectively embed migrant talents into the economic activities of local enterprises through the talent stickineness effect,but it does not improve the degree of urban labor mismatch.Based on the above conclusions,this paper puts forward three suggestions:(1)Local governments should establish a scientific and perfect talent introduction system,and guide talents to effectively embed in local economic activities through normative talent introduction system.(2)Local governments should reasonably formulate talent introduction policies according to urban characteristics and location conditions to effectively stimulate urban economic vitality.(3)Implement a"partnership"regional talent attracting mechanism to fully stimulate the economic effect of talents.The possible marginal contributions of this paper are as follows:Firstly,an objective and credible identification strategy is constructed by extracting the historical talent attraction intensity of various cities from government work reports,in order to avoid estimation bias caused by the selection of different policy experimental groups or omissions in policy implementation.Secondly,it elucidates how local governments can enhance talent attraction intensity and its effects on urban TFP growth through various micro and macro channels from the perspective of new quality productivity force.This theoretical research broadens the understanding of how talent attraction intensity can exert its effects on productivity systems,offering new insights into how to better leverage talent attraction policies to meet the demands of cultivating new quality productivity.Thirdly,based on urban characteristic attributes,it classifies heterogeneity from the perspectives of intelligence level,market environment,and policy stability,providing a decision-making basis for optimizing talent attraction policies in different types of cities in the next phase.Lastly,by utilizing spatial econometric models,it explores whether there is a"beggar-thy-neighbor"competition phenomenon in cities striving to increase talent attraction intensity.
