Research on the Reform of Rural Collective Profit-oriented Construction Land under the Strategy of Rural Revitalization——A Case Study of Yujiang District,YingtanCity,Jiangxi Province
On August 26,2019,the amendment to the Land Management Law of the People's Republic of China was officially adopted and came into effect on January 1,2020.The amendment allows"collectively profit-oriented construction land to enter the market",which is a major breakthrough in the reform of the land system and an im-portant step in building a unified urban and rural construction land market.Yujiang District,Yingtan City,Jiangxi Province,as the first batch of pilot areas in China,not only leads the country in the reform of the rural homestead system,but also actively promotes the reform of collective profit-oriented construction land,so that villagers can en-joy more dividends.On the basis of analyzing the predicament faced by China's collective profit-oriented construc-tion land system,this paper sorts out the main practices of the reform of the collective profit-oriented construction land system in Yujiang District,such as exploring the establishment of a system,standardizing the management of property rights,diversifying subjects of implementation,standardizing the scope and channels of entering the mar-ket,and establishing a rational income distribution mechanism for entering the market,and extracting the experi-ence of collective profit-oriented construction land entering the market in Yujiang District.In view of the risks and problems existing in the market entry of collective profit-oriented construction land in Yujiang District,this paper puts forward countermeasures suggestions:strengthening grassroots governance and clarify the qualifications of mar-ket entry entities;strictly abiding by the redline of cultivated land and improving the level of land intensification;im-proving the market access system to achieve the same rights and the same price as state-owned land;optimizing the distribution of income and protecting the interests of villagers and the collective;optimizing the allocation of resourc-es and promoting the modernization of the national governance system and governance capacity.
