The Hotspots and Evolution of China's Scientific and Technological Achievements Transformation Policies
Under the orientation of the demand for industrialization of scientific and technological achieve-ments,improving the conversion rate of scientific and technological achievements through policy regulation is the fo-cus of academic attention.In order to break the obstacles of the institutional mechanism for the transformation of sci-entific and technological achievements,and grasp the evolution law of the policies for the transformation of scientific and technological achievements in recent years,this paper takes the 131 policies for the transformation of scientific and technological achievements promulgated by China from 2002 to 2022 as the research object,and sorts out the volume,types and institutions of documents issuance of the policies for the transformation of scientific and techno-logical achievements.On this basis,the content analysis method and ROST CM 6.0 software are used to make word frequency statistics and evolution analysis of policy keywords.The conclusions are as follows:①There is a strong correlation between the number fluctuation of phased policies and the starting time of China's five-year plan,which is greatly influenced by the release of key policies,and according to the five-year timeline,it is divided into four stages,namely,the initial stage,the development stage,the vigorous stage and the deepening stage;②The evo-lution of policies is reflected in the transformation from government-dominated to enterprise-dominated,from re-source dispersion to resource concentration,and the transformation system of scientific and technological achieve-ments has evolved from a single"achievement output-achievement transformation"to an innovation ecosystem of scientific and technological achievement transformation;and ③from the policy point of view,this paper puts forward some suggestions on the construction of the transformation system of scientific and technological achievements in China,and provides useful reference for the research on the transformation policy of scientific and technological achievements.
