摘要
2022年末我国常住人口城镇化率65.2％,提前完成"十四五"规划提出的65％的城镇化率目标.我国城市更新已从大规模增量建设转为提质改造和增量结构调整的新阶段,这表明依靠土地财政支持房地产开发的模式已成为过去,需要探索新的融资模式支持存量城市更新.文章分析美国、英国、日本和新加坡城市更新发展历程,提出应当从法律制度、参与主体、融资渠道以及土地活用等方面进行完善,为社会资本助力城市更新创造条件.
Abstract
At the end of 2022,the urbanization rate of China's permanent resident population was 65.2％,and the urbanization rate goal(65％)in the"14th Five-Year"planning was fulfilled ahead of schedule.China's ur-ban renewal has shifted from large-scale incremental construction to the new stage of quality improvement and in-cremental structural adjustment,which shows that the mode of relying on land finance to support real estate develop-ment has become a thing of the past,and it is necessary to explore new financing modes to support the renewal of ex-isting cities.This paper analyzes the development processes of urban renewals in the United States,the United King-dom,Japan,and Singapore,and concludes that China should make improvement in the legal system,renewal partici-pants,financing channels,and land utilization,etc.,so as to create conditions for social capital to help urban renew-al.
