With the accelerated advancement of social digital transformation,the traditional social security sys-tem cannot provide adequate security for workers in the new employment form,and faces new challenges such as the inherent conflict between the institutional design of the traditional social security system and the new employment structure,the difficulty in implementing social security responsibilities,and the reduction of the effectiveness of the traditional workers'rights and interests protection mechanism.Therefore,it is urgently needed to do the follows:Enhancing the adaptability and matching between the social security system and new employment forms,accelerat-ing the innovation of the social security system,and enhancing the"elastic security"coefficient of the social secu-rity system;promoting the transformation of the basis of social insurance payment"wages"to"income",and clearly clarifying the social security responsibilities of various entities;strengthening innovation in the work of trade unions,promoting the coordinated development of social security work and trade union work,and effectively enhanc-ing the effectiveness of the labor rights and interests protection mechanism for workers in new forms of employment.
