The high-quality development of the tourist industry can meet the growing needs of people for a bet-ter life,and cruise tourism are one of the key points in expanding cultural and tourist consumption.This study focus-es on the high-quality collaborative construction of cruise tourism highlands in Guangzhou,Shenzhen,and Hong Kong,and concludes that the core essence of high-quality collaborative construction of cruise tourism highlands in Guangzhou,Shenzhen,and Hong Kong include the six aspects of"policy collaboration,basic connectivity,industri-al upgrading,market interaction,marketing cooperation,and service improvement",and the implementation path includes the five aspects of"improving the attractiveness of tourist destinations,expanding the market size of tour-ist source areas,strengthening the capabilities of cruise tourism enterprises,improving support and guarantee sys-tems,and leveraging the initiative of non-profit organizations.
