Normative Implication and Improvement Paths of Risk Evaluation of Major Administrative Decision-making from the Vision Field of Business Environment
In the building f rule-of-law government,the theory and practice of risk evaluation system of major administrative decision-making keeps improvement,and the basic framework of risk evaluation system of major ad-ministrative decision-making has preliminarily been established,which shows the distinctive Chinese characteris-tics in ensuring the building of rule-of-law business environment.From the vision field of rule-of-law business en-vironment,the risk evaluation of major administrative decision-making should select the appropriate subject of im-plementation,extend the universal coverage of the subject of participation,ensure the normative procedure of risk evaluation,improve the mechanism for supervision and reverse check,conduct the social risk governance from the origin,guarantee the normative enforcement of administrative powers,improve the democracy of decision-making,and advance the building of rule-of-law government.
