Facing the historical key point of the new round of industrial revolution and scientific and technologi-cal change,enterprises should respond to the call of the 20th National Congress of the CPC,and rationally utilize the government data open platform to develop the disruptive and critical technologies based on scientific and techno-logical innovation and technological change and thus form new quality productivity to achieve high-quality develop-ment.Using the data of China's listed companies between 2011 and 2022,this paper constructs a staggered differ-ence-in-difference model based on the government data opening policy as a quasi-natural experiment,and system-atically studies the impact and acting mechanism of government data openness on the enterprises'new quality pro-ductivity.This study finds that:Government data openness has a significant promotion effect on the enterprises'new-quality productivity,and to validate the robustness of these findings,this paper employs the Parallel Trend Test,Staggered PSM-DID Model,Placebo Test,Replacement of Explanatory Variables and a series of methods,all of which consistently support the conclusions;the positive effect of government data openness on the enterprises'new-quality productivity is more obvious in high-tech industries,non-heavy-polluting industries and non-state-owned enterprises;government data openness can promote enterprises'new quality productivity by improving digi-tal transformation and reducing financing constraints.
