Rural Governance,Rural Household Labor Resources Allocation and Return-to-Poverty Prevention——An Empirical Analysis Based on the Perspective of Poverty Vulnerability
Optimizing the allocation of labor resources and reducing the vulnerability of rural households to pov-erty is the core content of preventing the return to poverty and holding the bottom line of large-scale return-to-pov-erty,which will not only help consolidate the achievements of poverty alleviation struggles,but also provide a solid guarantee for common prosperity.Based on the data of China Household Tracking Survey(CFPS)in 2018,the fixed-effect model and instrumental variable method are used to empirically test the impact of rural governance policies on labor resources allocation decisions of rural households,and further analyze their effects on income increase and poverty reduction.The results show that effective rural governance can promote farmers to increase the input of mi-grant workers and entrepreneurial labor,reduce the number of agricultural production and management,and signifi-cantly improve the economic interests of farmers.It will also promote the return of labor by increasing the non-eco-nomic benefits of farmers,indirectly driving farmers to block their return to poverty,and this result has income het-erogeneity.Further based on dynamic indicators,it is found that rural governance has an inverted U-shaped effect on the probability of farmers returning to poverty in the future.A heterogeneity analysis finds that rural governance significantly reduces the poverty vulnerability of non-land transfer households,young farmers and farmers with low education level,and there is no regional heterogeneity.Therefore,it is suggested to improve the level of rural gover-nance,further optimize the allocation of labor resources between urban and rural areas,and conduct an in-advance prediction of the risk of farmers returning to poverty.In addition,differentiated rural governance strategies should be implemented for farmers in different regions and with different characteristics to accurately prevent the risk of re-turning to poverty.
