Performance Evaluation and Path Selection of High-quality Development and Opening up of Border Areas Under the New Development Pattern
The border areas are important pivots for China to advance the Belt and Road Initiative and promote the construction of a community with a shared future with neighboring countries.The article evalu-ates the performance of high-quality development and opening up in border provinces by constructing the index of participation in domestic major circulation and linking domestic and international dual circulation,and using data from 2007 to 2020.The results show that the participation of various border provinces in the domestic circulation index and the comprehensive index of high-quality development and opening up have significantly increased,and the main effect of the domestic circulation has already emerged.The dual cir-culation index linking domestic and international provinces along the border shows a differentiated feature,which is more significantly influenced by neighboring countries.The southwest border region performs bet-ter,the northwest border region is basically stable,and the northeast and northern border regions have fluctuated and decreased.To promote high-quality development and opening up in border areas under the new development pattern,the country should optimize the path selection,promote the continuous transfor-mation of single mode and multiple mode,give play to the linkage potential of internal development and o-pening up,tap the multiplier effect of resource endowment and scientific and technological innovation,re-alize the efficient coupling of policy guidance and market leadership,and promote the synergy of top-level design and local exploration.
