政府数字化转型对经济高质量发展的影响——基于中国城市的实证检验

在数字时代及追求高质量发展背景下，探究政府数字化转型对经济高质量发展的影响具有重要的理论意义和实践应用价值。本研究基于2008-2021年264个地级市的面板数据，以政府数据开放平台试点为政策干预，利用多期双重差分模型回答了政府数字化转型是否影响经济高质量发展问题，并进一步讨论了政府数字化转型影响经济高质量发展可能存在的机制。研究发现:(1)政府数字化转型会显著正向影响经济高质量发展。(2)政府数字化转型通过优化营商环境、提升人力资本水平促进经济高质量发展。(3)政府数字化转型对经济高质量发展的影响受到政府压力调节作用的影响，财政压力小的政府的数字化转型更有利于促进所在城市的经济高质量发展。因此，为提升经济高质量发展水平，要大力推进政府数字化转型，持续优化营商环境和提升人力资本水平，积极夯实政府财政保障能力等。本研究为如何更好的发挥政府数字化转型的经济效用、促进经济高质量发展提供了新的思路与实践方向。
The Impact of Government Digital Transformation on High-quality Economic Development——An Empirical Testing Based on Chinese Cities
In the context of the current digital era and the pursuit of high-quality development goals,exploring the impact of government digital transformation on high-quality economic development has impor-tant theoretical significance and practical application value.Using panel data from 264 prefecture-level cities from 2008 to 2021,and government data open platform pilot projects as policy interventions,this study employs a multi-period difference-in-differences model to investigate whether government digital transformation affects the development of economic quality.Additionally,the study explores the possible mechanisms by which government digital transformation affects high-quality economic development.Re-search has found that:(1)Government digital transformation will have a significant positive impact on high-quality economic development.(2)Government digital transformation promotes high-quality eco-nomic development by optimizing the business environment and enhancing the level of human capital.(3)The impact of government digital transformation on high-quality economic development is influenced by the government regulation,the digital transformation of governments with less financial pressure is more condu-cive to promoting high-quality economic development in their respective cities.Therefore,in order to im-prove the level of high-quality economic development,it is necessary to vigorously promote the digital transformation of the government,continuously optimize the business environment and enhance the level of human capital,and actively strengthen the government's financial support capacity.This study provides new ideas and practical directions for how to better leverage the economic effectiveness of government digital transformation and enhance high-quality economic development.
