数据要素配置与共同富裕:基于国家级大数据综合试验区的准自然实验

研究基于国家级大数据综合试验区试点这一准自然实验衍生的外生冲击，应用多时点渐进DID模型实证探讨数据要素配置对共同富裕的影响。研究结果表明:基于国家级大数据综合试验区的政策基础，数据要素配置利于驱动共同富裕。经过一系列稳健性检验后，基准回归结果仍然成立。异质性检验结果表明，数据要素配置对西部地区城市、行政等级较高的城市共同富裕驱动效应更为显著。中介效应检验结果表明，数据要素配置可通过促进区域协调发展、城乡融合发展，助力共同富裕实现。空间溢出效应拓展检验结果证实，数据要素配置对共同富裕的影响存在空间溢出效应，即数据要素配置不仅可以驱动本城市共同富裕水平提升，亦可助力邻近城市共同富裕水平提升。基于上述研究结论，本文提出了系统推进统一数据要素市场布局、打造区域"数字"协同发展格局、建立健全城乡融合发展体制机制的政策建议，为数字经济时代助推共同富裕提供新思路。
Data Element Allocation and Common Prosperity:A Quasi Natural Experiment Based on National Big Data Comprehensive Pilot Zone
The study is based on the exogenous impact derived from the quasi natural experiment of the national big data comprehensive pilot zone,and applies the difference-in-differences with multiple time periods to empirically explore the impact of data elements allocation on common prosperity.The re-search results indicate that based on the policy foundation of the national level big data comprehensive ex-perimental zone,the allocation of data elements is conducive to driving common prosperity.After a series of robustness tests,the benchmark regression results are still valid.The heterogeneity test results indicate that the allocation of data elements has a more significant driving effect on the common prosperity of cities in the western region and cities with higher administrative levels.The further mediation effect test results indicate that data allocation can promote regional coordinated development and urban-rural integration de-velopment,and help achieve the common prosperity.The results of the spatial spillover effect expansion test confirm that there is a spatial spillover effect on the impact of data element allocation on common pros-perity,that is,data element allocation can not only drive the improvement of the common prosperity level of this city,but also help neighboring cities improve the common prosperity level.Based on the above re-search conclusions,policy recommendations are proposed to systematically promote the unified data ele-ment market layout,create a regional digital collaborative development pattern,and establish a compre-hensive urban-rural integration development system and mechanism,providing new ideas for promoting common prosperity in the digital economy era.
