Budget Performance Management and High-quality Economic Development——Analysis Based on the Perspective of Fiscal Resource Allocation
Budget performance management is an important means to realize the optimal allocation of financial resources,and is an important way to promote high-quality economic development in the new era.According to the characteristics of gradually implemented of budget performance reform in each prov-ince,this paper uses the multi-period DID model to study the causation between budget performance man-agement and high-quality economic development.The results show that the reform of budget performance management can significantly promote high-quality economic development,and it passes the parallel trend test and a series of robustness tests.The mechanism test shows that budget performance management main-ly promotes high-quality economic development by improving the efficiency and optimizing the allocation structure of financial resources.Further research finds that stronger budget supervision ability,more com-prehensive institutional environment,higher degree of informatization,and less financial pressure can fur-ther strengthen the role of budget performance management in promoting high-quality economic develop-ment.In addition,the budget performance reform in the southeastern part of the Hu Line has achieved more remarkable results.In view of this,China should improve the modern budget system,continue to strengthen performance management,and give full play to the guiding role of performance in the allocation of financial resources,so as to help high-quality economic development.
