Research on the Impact of FDI Quality on Regional Green Development from the Perspective of Fiscal Decentralization
Government behavior under Chinese-style decentralization,as the major cause of the ex-tensive economic growth pattern,may be an important window to understand the relationship between het-erogeneity of foreign investment and green development.Using China's inter-provincial panel data from 2003 to 2021,this paper empirically analyzes the relationship between FDI quality and regional green de-velopment under the Chinese-style decentralization system.The study finds that:(1)For each standard deviation increase in the FDI quality,the regional green development index increases by 6.43%,which is driven by the export capacity,technological level,introduction quantity,and performance index of FDI.(2)Fiscal decentralization inhibits the promotion effect of FDI quality on regional green development,and this moderating effect increases with the level of regional fiscal decentralization.(3)The regression re-sults using R&D investment and human capital as threshold variables indicate that fiscal decentralization will instead amplify the promotion effect of FDI quality on regional green development when absorptive ca-pacity crosses the threshold.(4)Further analysis reveals that the negative moderating effect of fiscal de-centralization mainly acts on the two systems of green environment and green resources.The research re-sults provide important theoretical references and practical guidance for FDI empowering green development under the fiscal decentralization system.
