网络基础设施建设与数字公共服务应用——来自"宽带中国"试点的证据

推动数字公共服务应用是促进全社会共享发展红利的重要路径,本文基于2011-2020年271个城市的面板数据,以"宽带中国"试点政策为准自然实验,构建多时点DID模型,评估网络基础设施建设对数字公共服务应用的影响。研究发现:网络基础设施建设可以有效推动数字公共服务应用;作用机制分析表明,网络基础设施建设可以通过加快数字技术进步、提升人才聚集水平、增强政府民众互动来促进数字公共服务应用;异质性结果显示,在东部地区、创新创业活力更高、官员晋升激励更强的城市,网络基础设施建设对数字公共服务应用的影响更大;另外,网络基础设施建设还有效缩小了各城市之间数字公共服务应用的差距。本文结论为政府推动网络基础设施建设、促进数字公共服务应用以及缩小地区公共服务差距提供政策启示。
Network Infrastructure Construction and Digital Public Service Applications——Evidence from the Broadband China Pilot Policy
Enhancing the application of digital public services is an important path to promote the sharing of development dividends among the whole society.Based on the panel data of 271 cities from 2011 to 2019,this paper build a multi-period DID model using the Broadband China pilot policy to empirically test the impact of network infrastructure on the digital public service applications.The study founds that:Network infrastructure construction can effectively improve the application of digital public services.The impact of network infrastructure on digital public service applications can be achieved by accelerating the progress of digital technology,improving the level of talent gathering,and enhancing government public interaction Heterogeneity results show that in the eastern region,as well as in cities with higher innovation and entrepreneurship vitality,and stronger promotion incentives for officials,the construction of network infrastructure has more obvious effects on the digital public service applications.In addition,the construc-tion of network infrastructure can effectively narrow the gap in the application of digital public services among cities.The conclusions of this article provide policy inspiration for the government to promote the construction of network infrastructure,improve the application of digital public services,and narrow the gap in regional public services.
