Digital Economy,Intellectual Property Protection,and Modern Industrial System:Empirical Analysis Based on 278 Cities of China
As a representative of advanced productive forces,the digital economy plays a vital role in creating a new national development paradigm and promoting the modernization of the industrial system.In the context of the rapid development of the digital economy,China is faced with problems such as weak industrial foundations and poor coordi-nated development of industrial factors.Accelerating the development of a modern industrial system has become an impor-tant strategic choice for China to take the initiative to seize the new round of sci-tech revolution and industrial transforma-tion,and cope with the new round of international industrial competition.New quality productive forces,as the modem productive forces spawned by the innovative allocation of production factors and the upgrading of industries,play a lead-ing role in the overall modernization of the industrial system.Additionally,the sustainable development of the digital economy is inseparable from intellectual property protection.Only the implementation of intellectual property protection can provide a strong legal assurance and a good market atmosphere for industrial digital transformation.Existing studies have made many qualitative discussions on the relationship between the digital economy and the modem industrial sys-tem,and most of them just focus on the national and provincial levels.Few studies focus on the construction of a compre-hensive evaluation index system of the modem industrial system at the city level and put the key components of new qual-ity productive forces,such as the modem industrial system,digital economy,and intellectual property protection,into a unified empirical analysis framework which can analyze the mechanisms among the three.This paper combines city-level data including 278 cities in China between 2011 and 2022 to construct an evaluation index system based on real economy,sci-tech innovation,modem finance,and human resources.Establishing an econo-metric model to explore the mechanism of the digital economy,intellectual property protection,and modern industrial system,this paper provides suggestions for the digital economy to empower the modem industrial system.The results show that the digital economy significantly promotes the development of the urban modem industrial system and the re-sults are still significant after the robustness tests such as the exogenous impact tests of the"Broadband China"strategy and the pilot policy of smart cities.Specifically,every 1 unit increase in the development of the digital economy in a city significantly increases the average level of modern industrial system construction by 0.25 units.Mechanism analysis shows that real economy,sci-tech innovation,modem finance,and human resources are effec-tive channels in the process of"digital economy-modem industrial system".Digital economy can effectively empower the modernization of industrial system by improving factors such as the real economy.The regional heterogeneity test shows that the digital economy of eastern,central,and western regions,secondary urban agglomerations,and other non-urban agglomerations has a stronger empowering effect on the development of the modem industrial system.From the perspective of intellectual property protection,this paper constructs a spatial Durbin model to explore its moderating effect.The results show that intellectual property protection generally enhances the positive role of the digital economy in the development of the modem industrial system.With intensified protection of intellectual property rights,the positive role of the digital economy in the regional modern industrial system is weakened.However,the implementa-tion of intellectual property protection also provides standards for the inclusive sharing of the digital economy,which may enhance the spatial spillover effect and the overall effect of the digital economy in promoting the modem industrial system.The main policy implications of this paper are as follows.Firstly,the government should play its policy-oriented role to take overall consideration and establish regulations on the digital economy and intellectual property protection based on local conditions and accelerate the implementation of the"Digital China"policy to tap the potential of the digital economy in promoting modernization.Secondly,it is necessary to strengthen the coordinated development of data,knowledge,and industrial factors,accelerate the shift in driving forces for development,harness the multiplier effect of data factors,and finally reach the goals of Chinese modernization.Thirdly,it is important to promote the pilot policy of local data prop-erty rights and focus on improving data property protection rules,which will enable the government to take full consider-ation the balance between data use and individual rights and play a positive role in fostering new quality productive forces and promoting industrial digital transformation.
