Business Environment Optimization,Business Entities,and Employment Stabilization
Employment is the most significant aspect of people's livelihood and the foundation for achieving com-mon prosperity.In recent years,due to the impact of the COVID-19 pandemic,international trade barriers,adjustments in economic structure,and a new round of technological changes,the Chinese government has faced unprecedented chal-lenges in promoting stable employment.Considering China's actual conditions,stable employment requires not only en-suring the continuous improvement of employment levels in various regions but also guaranteeing employment opportuni-ties for low-and medium-skilled workers,who constitute the main labor force in China,thereby reducing the risk of wide-spread unemployment.As the main creators and providers of jobs,business entities play a crucial role in ensuring stable employment.Optimizing the business environment can not only lower market entry barriers,simplify market access pro-cesses,and reduce financing constraints and operational uncertainties for business entities but also enhance the quality of public services,promote fair market competition,and strengthen the level of openness to the outside world.This creates a stable and favorable business environment for the establishment and development of business entities.Therefore,whether the optimization of the business environment is conducive to stable employment and whether it can effectively achieve the goal of stable employment through the channel of business entities are issues worthy of further exploration.Based on China's business environment policy documents,government reports,and related research,this paper con-structs and calculates the business environment index for 285 cities in China from 2010 to 2020.Furthermore,it analyzes the stable employment effect of business environment optimization by utilizing data from cities,listed companies,and in-dividual laborers.The results indicate that the optimization of the business environment significantly improves urban em-ployment levels,and this conclusion remains valid after robustness tests.In the mechanism analysis,using data from cit-ies and listed companies from 2010 to 2020,this paper finds that the optimization of the business environment can en-hance the entrepreneurial vitality and operational vitality of business entities,thereby achieving scale creation and expan-sion of jobs,which improves urban employment levels.In the analysis of the stable employment effect of business envi-ronment optimization,such effect exhibits regional inclusiveness,effectively enhancing employment in various urban ar-eas,with more pronounced effects in cities with higher levels of business environment.At the same time,optimizing the business environment has a greater role in promoting employment in the non-state sectors and traditional industries,which are precisely where the main labor force in China is employed.Further analysis using China's labor micro-survey data from 2011 to 2015 reveals that the optimization of the business environment can indeed create employment opportuni-ties for low-and medium-skilled labor groups while significantly reducing their unemployment risks.The conclusions indi-cate that continuously optimizing the business environment is a long-term and effective path for China to achieve the goal of stable employment.The heterogeneity analysis indicates that the higher the degree of labor marketization in a city,the stronger the role of the business environment in stabilizing employment.The marginal contributions of this paper are mainly as follows.Firstly,from the perspective of stable employment,this paper not only focuses on whether the optimization of the business environment can promote employment but also ex-amines whether the optimization of the business environment has a stable employment effect from the perspectives of re-gional employment inclusiveness and ensuring the employment of the main labor force,expanding research on the eco-nomic effects of business environment optimization.Secondly,this paper analyzes the dual impact of business environ-ment optimization on the entrepreneurial and operational vitality of business entities,comprehensively examines the com-prehensive effects of the business environment on business entities,and reveals the intrinsic mechanism of business envi-ronment optimization in stabilizing employment.Thirdly,the findings of this paper reveal that the segmentation of the la-bor market can weaken the positive effect of business environment optimization on stable employment,further uncovering the negative impact of labor market segmentation and providing an important basis for the government to break down la-bor market segmentation.
