Understanding China's Science and Technology Innovation Policies:A High-Quality Development Perspective
Understanding China's science and technology(S&T)innovation policy is an important perspective to deeply analyze the theoretical causes of China's innovation practice dilemma.In this paper,we use text mining and word frequency lexi-cal meaning analysis to analyze the"quantitative and qualitative view"of China's S&T innovation policy.It is found that:(1)the textual semantics of China's S&T innovation policy reflects the strategic tendency of"both quantity and quality";(2)there is a de-viation between the theoretical orientation of China's S&T policy and its specific practice,and there is also heterogeneity in the direction of the sector and the direction of application.(3)During the evolution of China's S&T policy,the cooperation among dif-ferent sectors has been gradually strengthened and the policy orientation has been significantly changed.The research in this pa-per is of great policy significance for correctly evaluating and optimizing China's S&T policies,promoting the strategy of"innovation-driven high-quality development",and building a world S&T power.
