Multi-Objective Orientation of Industrial Policy under Global Value Chain Reconstruction:A Theoretical Framework
Based on the diversified industrial policy objectives under the reconstruction of global value chains(GVCs)--industrial transformation and upgrading,strategic autonomy,enhanced resilience,scientific and technological innovation,and green transformation--this paper analyzes the theoretical basis of each objective(mainly market failure and system failure)as well as the corresponding industrial policy tools,and forms two major industrial policy models--sector-oriented industrial policy and mission-oriented industrial policy.The study finds that the industrial policy objectives of industrial transformation and upgrading,strategic autonomy,and enhanced resilience are compatible with the sector-oriented industrial policy,while the objectives of scientific and technological innovation and green transformation are compatible with the mission-oriented industrial policy.The two modes complement each other and promote industrial policy to realize both development and security in the re-construction of GVCs.
