算法基建赋能产业智能化发展:何以可能与何以可行

产业智能化作为推动经济高质量发展的重要抓手,离不开人工智能基础设施的支撑.在当前大力推进人工智能基础设施建设的进程中,相较于数据基础设施和算力基础设施建设,算法基础设施建设是核心也是短板,故亟需加强,进而发挥其赋能产业智能化发展的积极作用.算法基建赋能产业智能化发展的理论逻辑在于,以生产要素优化配置、生产力再造、生产关系重构实现产业的智能化转型与创新发展.但由于存在科技创新资源支撑不足、算法技术水平不高、体制机制改革尚待深化等现实问题,需要从要素、制度、生态三个层面设计实践对策,即通过加强算法基建要素供给、加快算法基建制度供给、构筑算法基建生态共同体来使算法基建赋能产业智能化发展.
Industrial Intelligence Development Empowered by Algorithm Infrastructure:Why is It Possible and How is It Feasible?
The development of industrial intelligence is a crucial lever for promoting high-quality economic growth and re-lies on the support of artificial intelligence infrastructure.In the current vigorous process of advancing the construction of artifi-cial intelligence infrastructure,algorithmic infrastructure construction,compared to data infrastructure and computing power in-frastructure,is both a core and a bottleneck.Therefore,there is an urgent need to strengthen algorithmic infrastructure and har-ness its positive role in empowering the development of industrial intelligence.The theoretical logic of algorithmic infrastructure empowering the development of industrial intelligence lies in optimizing the allocation of production factors,reengineering pro-ductivity,and reconstructing production relations to achieve the intelligent transformation and innovative development of indus-tries.However,due to challenges such as insufficient support for technological innovation resources,low levels of algorithmic technical proficiency,and the need for further institutional mechanism reforms,practical strategies must be designed at the lev-els of factors,systems,and ecology.This involves strengthening the supply of algorithmic infrastructure elements,accelerating the supply of algorithmic infrastructure systems,and building an algorithmic infrastructure ecosystem community,so as to make it feasible for algorithmic infrastructures to empower the intelligent development of industries.
