Data Elements Enabling New Quality Productivity:Theoretical Logic and Practical Approach
New quality productivity is the qualitative transition of productivity level,and it is an important support for achieving high-quality economic development.In view of the core position of data elements in the digital economy,it is an impor-tant way to achieve high-quality economic development by giving full play to the enabling role of data elements on new quality productivity and opening up new measures to develop new quality productivity.Based on the internal unity of data elements and new quality productivity,this paper discusses the theoretical logic,realistic challenges and practical paths of data elements en-abling new quality productivity.From the perspective of theoretical logic,data elements not only directly enable the upgrading of productivity to form new quality productivity,but also combine with workers and means of production to form new quality produc-tivity.At the same time,the market-oriented process of data elements has spawned many new formats and new models,which has also laid a solid industrial foundation for the formation of new quality productivity.From the perspective of practical chal-lenges,there are some problems in the process of enabling new quality productivity with data factors,such as the difficulty in fully releasing the value of data factors,the imperfect scientific and technological innovation system compatible with new quality productivity,and the lagging development of emerging industries and future industries relative to new quality productivity.Fi-nally,from the perspectives of scientific and technological innovation system,modem industrial system,data factor market devel-opment,data factor multiplier effect,the practical path of data factor enabling new quality productivity is proposed.
