Market-oriented Allocation of Data Property Rights and Data Value
This paper theoretically explains the mechanism path of data property rights and data value market-oriented al-location,aiming to promote the value of data elements in the process of distribution,investment,and sharing in market transac-tions.First of all,through the combination of the right to use of each link in the data value chain and other elements,data ele-ments can generate new use value.In order to make the value contribution produced by the users of each link of data elements equal to the income,it is necessary to build a complete marketization framework of data elements marketization and matching the use rights and income rights.Secondly,by exploring the value of data elements in the property rights trading market,based on the design framework of property rights trading and market trading experience,the share of data elements in the allocation of mar-ket transactions according to value contribution is established,so as to improve the fit degree of factor value and market value.Fi-nally,from the perspective of market-based allocation mechanism of data property rights and data value,the paper puts forward the corresponding practice path and countermeasure suggestions.
