The Intrinsic Mechanism and Implementation Path of Digital Economy Empowering Innovation in State-owned Enterprises
State-owned enterprises(SOEs)play a leading role in promoting the high-quality development of the economy with their resource-based advantages and integration and allocation capabilities.However,typical internal weaknesses still exist in some SOEs,such as low communication efficiency caused by vertical organizational structures,insufficient grassroots innova-tion autonomy due to centralized power,a tendency towards risk-conservative decision making under administrative guidance,and imbalance between innovation strategies and practical paths.The development of the digital economy provides SOEs with a solid information foundation and technological support,innovative transformation models and value propositions,advanced gover-nance ideas and management tools,as well as inclusive cooperation platforms and industrial ecosystems.Currently,SOEs still face practical challenges such as a lack of strong data-driven capabilities,the need for improvement in cultivating digital talents,and the necessity to enhance the capacity for digital operational governance.Therefore,with the digital economy as the engine,deep empowerment of innovation in SOEs requires deepening the reform of systems and mechanisms,breaking through the poten-tial limitations of administrative and hierarchical management,overcoming the mindset of risk aversion and resource conserva-tion,further consolidating the foundation of digital economy development,improving the talent cultivation system,strengthening digital innovation governance,and enhancing the digital innovation ecosystem,as well as fully leveraging the unique advantages of the digital economy in technology,management,and institutional environment construction to promote the innovation process of SOEs and enhance their sustainable development capabilities.
