The Internal Relationship Between Rules,Regulations,Management and Standards and the Main Direction of Promoting Institutional Opening
Institutional openness is the focus of building a new system of China's open economy at a higher level,the key to promoting high-level opening to the outside world,and the main melody of China's opening to the outside world in the next stage.Rules,regulations,management and standards are the main contents of institutional openness.With the economy,govern-ment,enterprises,products and services as the implementation subjects,an open institutional system with overlapping contents and differentiated perspectives has been formed around the focus issues.In practice,rules,regulations,management,and stan-dards run through all specific areas of opening up,becoming an important traction and starting point for promoting high-level opening up.China's institutional opening up should closely follow the main directions of rules,regulations,management,and standards,form a list and task system of institutional opening up,strengthen coordination with foreign trade,foreign investment,overseas investment,scientific and technological opening up,financial opening up,and co-construction of the"Belt and Road"and other specific areas,and jointly converge to promote a high level of opening up.
