The Basic Strategy and Policy Suggestions for Promoting a New Round of Rural Migrants'Citizenization
The citizenization of rural migrants is a crucial aspect in advancing the new urbanization and comprehensive ru-ral revitalization.Since the reform and opening-up,significant achievements have been made in the citizenization policies focus-ing on hukou system reform.However,the challenges persist,including unequal basic public services in urban areas,inadequate financial support and incentive effects when implementing citizenization policies,insufficient willingness of rural migrants to citi-zenizate,and low levels of social integration in city society.The root causes of these problems lie in the four main contradictions,namely the mismatch between the rights and financial powers of local governments in citizenization,lack of coordination between hukou system reform and rural rights reform,asynchronous accumulation of rural human capital and urban industrial upgrading,and the cultural differences and conflicts between urban and rural areas.Effective solutions to the prominent issues and key con-tradictions faced in the citizenization of rural migrants in the new stage require the adherence to the basic principles of"setting clear goals,implementing targeted strategies,gradually advancing,and promoting urban-rural linkages",implement continuous deepening of hukou system reform,promote equitable supply of basic public services in urban areas,enhance local government fi-nancial support,improve rural rights transfer and exit mechanisms,emphasis on balanced urban-rural education development and skills training,and promote urban inclusiveness.
