公积金支持保障性租赁住房建设:一个创新理论框架

我国住房市场供需矛盾日益凸显,住房公积金制度应当发挥有效作用,助力实现我国人民住有所居,推动共同富裕。通过构建理论分析模型,测算不同时间期限内的公积金参与保障性租赁住房建设的最优建设规模及其资金需求量。运用四川省四个试点城市的数据,初步完成对模型的实用化校准。各公积金中心可结合自身数据,依据模型测算出适合本中心的最优值以指导实务,保障资金有效利用的同时提供足够的保障性租赁住房。模型和研究结论可助力我国住房公积金更有效率地支持保障性租赁住房建设,缓解住房市场矛盾,更好地满足人们的居住需求。
China's Housing Provident Fund Supporting the Construction of Affordable Rental Housing:A Novel Theoretical Framework
The contradiction between supply and demand in China's housing market has become increasingly prominent.The housing provident fund system should play an effective role in achieving the target of'meeting the housing needs of all people'and promoting common prosperity.This paper constructs a theoretical analysis model to calculate the optimal construction scale and capital demand of housing provident funds participating in the construction of affordable rental housing in different time periods.Using the valuable data from four pilot cities in Sichuan Province,this paper preliminarily completes the practical calibration of our model.Each housing provi-dent fund center can use its data and calculate its optimal value according to the model,to guide practice,ensure the effective utiliza-tion of funds,and provide sufficient affordable rental housing at the same time.The model and research conclusions of this paper can help China's housing provident fund system more effectively support the construction of affordable rental housing,alleviate the contra-diction in the housing market,and better meet people's living needs.
